the heading. Mr. May who administered the Government was
very dissatisfied, and made enquiry, but received only
general replies as to the difficulties met with etc. Some
months later rumours reached me that this delay had been
caused by an error in levels between the heading from the
shaft and from the open. I have investigated these fully
and I find that there was an error - due as I have satisfi-
-ed myself to a misunderstanding between two of the
Engineers concerned which was accidental. But I enquired
from Mr. Eves why he had not made the Officer Administer-
-ing the Government fully acquainted with the real cause
of delay, and I have received no satisfactory reply.

These instances are sufficient
to show that Mr. Eves lacks that frankness and straight-
-forwardness which is essential to useful co-operation.
As a consequence my predecessor, I understand, was anxious
to dispense with his services, and Mr. May when Officer
Administering the Government nearly took this step, and
has advocated it ever since. The Consulting Engineers base
their belief in him upon his previous work including that
on the Shanghai-Nanking Railway, but in conversation with
a gentleman lately who was intimately acquainted with his
work there, I found he had left much the same impression
